The turn-around time for my R&R was about 3 1/2 months. The editor (Liz Grauerholz) gave a great run-down of what needed to be done; although she noted that two reviewers gave contradictory advice, it was my decision which to follow. I don't know whether that was good or bad :) .
After the first revision, I got the conditional accept within the month, and the acceptance letter within a month after the second revision.

Two experiences with TS across two editors (Grauerholz + Lowney), both terrible. No online submission system, all submissions done via hard copy (ouch) and require submission fee (ouch x2).
Not surprisingly given all this paper, both submissions took more than six months to get a response. First submission was critiqued as "just a classroom exercise, but no data." This is the kind of thing TS used to publish, and part of the reason it was a useful journal.
Fine, collected data. Submitted a second paper. That submission got the most scathing review I've ever read: nasty, sarcastic, dismissive, personal in tone.
My favorite bit was that the second rejection letter was incorrectly addressed to me as "Dear Professor [Name of My College]."
Never again.
