The editor is likely to comment extensively on the reports of the referees, of whihch there are typically two, sometimes one, sometimes three (especially if the reports conflict). The refereeing is blind. All decisions are scrutinised by all editors. Resubmissions typically get sent back to the initial referees. This information was provided by the journal.
