My paper submitted here was rejected without review, without explanation. The paper was subsequently reviewed and R&R-ed at a comparable journal.

About 2 months for an R&R. One review was brief, the other helpful. Conditional accept after 2 more months.

I submitted; but my paper was 46 pages (title, tables, etc. included) and they wouldn't review until it was at 40 pages, just be aware of strict page limit!
