Raumpatrouille was a co-production between Germany and France.
The WDR, Südfunk Stuttgart, NDR and SWF of the German ARD and the French ORTF,
both national public services, produced it at the Bavaria studios.

France was the smaler partner of the coproduction.
The storyline and the script was written in German first.
But before the filming it was translated to French already.

Most off the actors were German. But a lot of scenes were taken twice with French actors.
Sometimes two film teams alternated in the same decorations.
In Part 5 La lutte pour le soleil most of the actors except the crew of the Orion was french.
The main part was given by the very impressiv actres Eliane d' Almeida.
In one case the German pards were dropped and the French actor was dubbed to German.

The Bavaria also tried but couldn't find partners in the USA or UK.
Some scripts and plots have been shown to Hollywood studios.
So Roddenberry could have seen it. You may note some equalities to Star Trek.
But that's merely a joke at last.
