To be perfectly honest, I don't know much about him so I'll have to make most of thus up now.
His general characterI seem to remember is a bit official and arrogant.
Takes rules to extremes sometimes. In the Spemtoria story (of which very little exists) he wanted the female lead person (Can't remember her name [Hormon -Duncan]) to go back out into a dangerous situation from which she had only just returned.
He didn't consider what psychological effect it could have on her, only what it could do for the glory of Earth and Armed Forces of Earth.
He considered it would be a great conquest.
He comes form a wealthy background and worked his way up in the ranks due to this.
As such he has had little battle experience which is why he is so insensitive.
His strictness is due to his strict upbringing.
He crops up in conversations on many [occasions] with the phrase "Damn you Slimm" which was the female lead's response to him wanting her to go out again.
