Golden Circle Locations
Golden Circle locations all exist within Amber's Golden Circle. All of these locations are Shadows of the Realm. They may or may not be associated with a particular PC or NPC. All Golden Circle states have the special distinction of being close to Amber and under the protection of Amber should they need it. They are also given trade agreements with Amber, and amongst each other, which means they pretty much have the trade and merchant slots in Amber entirely monopolized. In return, they pay fealty to the King of Amber and taxes into the royal coffers.It is very hard for a Shadow to become a Golden Circle state. First, they must find a person or group of persons with the skill and political clout willing represent and guide them through all the interminable negotiations involved, and then they must find a Golden Circle State to sponsor them. So that new Golden Circle states can be made, any sponsor State receives a special agreement with the Shadow it sponsors, which includes a cut of the money the new state makes and special rates on its trade items for themselves for the first 50 years. This means that the political and economic status of the sponsor state usually rises. Existing Golden Circle States often vie with each other to see who can bring in the best new Shadow - 'best' usually seen in terms of quality and innovation rather than quantity.
There is no predictable time interval between the creation of new Golden Circle States, but it probably averages a new one every 2-3 centuries.
