The Treegum Council began after negotiations between the Empire of Vadriphose and Treegum were finalized after the rebellion of Treegum. The council was first made up of five council members which was reduced to three at a later date.

The first Treegum Council was made up of Kali Kenethor, Sarah Kellei, Snow Gallowglass, Serindil Galiseer and Lord Bruehawk.
The current Treegum Council is made up of Marcus Quimby, Jarod Miller, and Geoffrey Listor who is the Council Chairman.
