Disenchanted with the empire after the Thrun War the town of Treegum rebelled and formed thier own government, voting Roderick Gallowglass as thier mayor. The rebellion was ended through negotiations in which Treegum was given semi-autonomy and a town council was formed. The council was first made up of five members but later was reduced to three.
